14.3 If a dispute cannot be resolved through the internal process, it shall be referred to the exclusive jurisdiction of the competent courts of the Republic of the Philippines. Where the dispute involves a matter within PAGCOR's regulatory jurisdiction, the matter may be escalated to PAGCOR for adjudication in accordance with its applicable rules and procedures.
14.4 Nothing in this section shall prevent either party from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction where necessary to prevent irreparable harm.
